ESSEX FREEHOLDERS SURVEY 1734

Before the first of many electoral reforms in 1832 culminating in voting for men and women over 21 in 1928 , voting in rural areas was limited to Freeholders whose land was valued for Land tax at 40 shillings per year. This restricted voting to a very small percentage of landowners.

The East Essex area was similar to many rural areas of England in that there were a few wealthy inhabitants and many poor people.
